Criminal and Civil Defense & Internal Investigations

Our goal is to keep you out of the courtroom but, if you end up in a court proceeding, Vandalia is perfectly situated to partner you through the uncertainties. 


Vandalia has what many firms in West Virginia lack- a former United States Attorney with a historic record of prosecution complex matters including prosecuting multiple members of the West Virginia State Supreme Court of Appeals.

The son and grandson of coal miners, Mike recognizes the value of hard work. He leverages his experience on every matter and deal he takes on - entrepreneur, corporate attorney, State Senator, political leader, and former United States Attorney as nominated by an American President and confirmed by the United States Senate. His practice is as diverse as his career. Mike's experience includes representing growing companies, industrial and manufacturing companies like coal and natural gas producers, lenders and borrowers, and companies through deals and transactions, including formative and governance issues, mergers and acquisitions, divestitures, joint ventures, secured lending, and general business matters. Mike is an accomplished mediator, specializing in complex corporate and business mediation. His practice and experience go far beyond business matters. Mike has extensive experience in legislative and government relations. He has led substantial government and corporate internal investigations including that of a sizable public company where he reported directly to the Board. Mike is also engaged in public finance and economic development projects throughout West Virginia and the region. In 2017, he was nominated by the President of the United States and confirmed by the United States Senate as the chief federal law enforcement officer for the southern district of West Virginia. Mike served as the United States Attorney through March 2021. He directed and led all federal enforcement throughout the southern district of West Virginia including Charleston, Huntington, Beckley, Parkersburg, Bluefield, Princeton, and Lewisburg and was intricately involved in the planning and execution of major, and often historic, law enforcement actions through the greater Appalachian region and across the country. His record as the United States Attorney was one of action, including the first-ever historic prosecution of members of the West Virginia Supreme Court of Appeals, the largest elder fraud takedown in the history of West Virginia, the largest Medicaid fraud prosecution in the history of West Virginia, a landmark agreement with the State of West Virginia regarding disabled children and the Americans with Disabilities Act, the single largest law enforcement drug takedown in the history of West Virginia (Operation Saigon Sunset in Huntington, WV), and removing enough fentanyl from the streets of West Virginia to kill more than 40 million people. In addition, Mike led many critical white collar, fraud, and violent crime initiatives and actions. Mike led the effort for the adoption of the "Back the Blue" license plate for West Virginia and his proposal passed both houses of the Legislature and was signed into law by Governor Jim Justice in 2019. West Virginia law enforcement officials presented Mike with the first plate, "Back the Blue #0001" which proudly adorns his truck to this day. He built strong relationships between federal agencies, state government, state and local law enforcement, policy leaders and the Department of Justice. Mike's experience is a remarkable trifecta of business, government, and law at the federal and state levels- past certified public accountant for Coopers & Lybrand and PricewaterhouseCoopers; past Chair of the West Virginia Republican Party; past Chair of the Entrepreneurship Committee of A Vision Shared, a West Virginia statewide development initiative; past Founder and Chair of statewide bipartisan initiatives like the West Virginia Presidential Debate Commission and the effort to bring a national General Election Presidential Debate to the state through a formal partnership between the State of West Virginia, West Virginia University, West Virginia State University, and the city of Charleston; attorney at K&LGates, past Partner and Co-Chair of the Corporate practice at Steptoe & Johnson PLLC, and past Partner at Dinsmore & Shohl LLP; former Chair of the West Virginia Republican Party and sitting State Senator; and, finally, a former United States Attorney.
